Management Strategies was created to assist those entrusted with leadership roles in our state and municipality’s. It’s designed to offer common sense solutions and comprehensive training in a group or one-on-one setting at no cost.
At Yankee Institute, we believe Connecticut should be a place where families and businesses can stay, grow, and prosper.
For that to happen, there must be a rebalancing in the relationship between our state and its most powerful special interest — municipal and state unions.
That’s why we created Labor & Management Strategies, a project of Yankee Institute designed to level the playing field.
It equips those who represent taxpayers with the training, skills, and confidence they need to negotiate knowledgeably, fairly, and effectively with government union leadership.

What participants had to say
[Frank Ricci] had our group captivated by his depth of knowledge of the municipal workplace, especially the delicate but important interaction between direct supervisors and their subordinates. His fast-paced, yet thorough presentation provided a comprehensive insight into labor relations, which was appreciated by all.
Mitchell R. Goldblatt

Director of Human Resources

Dr. Scott V. Nicol

I recently had the opportunity to attend a labor negotiations class put on by Mr. Frank Ricci. As a chief of police, I can attest that the concepts which were taught by Mr. Ricci was immediately applicable and relevant. Being able to successfully negotiate is a benefit to the agency, its members, and our communities. I highly recommend this course!
Scott Hughes
Chief of Police, Hamilton Township, Ohio
Dorinda BorerWhether you are trying to educate your staff, sharpen your negotiating skills or are in need of a guest speaker, Frank Ricci presents in a way that is both insightful and extremely helpful. Frank Ricci takes a complicated and tricky topic and makes it understandable and useful so that you can astutely strategize towards your goals.
State Representative, 115th District, and Professor of Political Science
Ryan FazioI highly recommend state and local leaders and interested citizens take Frank Ricci of the Yankee Institute’s class on the collective bargaining process and its importance to the general public. Some of the most important policy decisions are crated in collective bargaining that affect entire communities and states for decades to come, yet few know much about it. Mr. Ricci, on the other hand, is an expert, negotiating contracts for Fire Fighter’s unions for many years before he began his successful advocacy for the public. He also defended equal civil rights of public employees at the Supreme Court of the US in Ricci v. Destefano. Now he is trying to educate leaders to make the best decisions for the public in the negotiating process and I think we all would be well served to hear him out.
State Senator, 36th District
James R. Hutt. Jr.Mr. Ricci’s expertise in labor relations was clearly evident throughout his presentation which was both informative and engaging. The Town managers who attended the training found it to be very helpful as he used numerous examples to illustrate and reinforce the principles of collective bargaining from the perspective of both labor and management.
As a public sector human resources manager, I enthusiastically recommend that Mr. Ricci offer this program to additional local and state government organizations as a valuable training tool for all managers who have a role in the collective bargaining process. His vast amount of labor relations experience and engaging style would also support an advanced level of labor relations training that would be suitable for the more experienced labor relations professionals who are interested in learning more about the process.

Those who serve throughout the state of Connecticut – whether as elected officials, labor directors, department heads, or assistant department heads – can find it difficult to secure the best outcomes when it comes to collective bargaining.
This matters to all of us, because almost every workplace decision in the public sector impacts state or local budgets and the taxpayers who pay for them.
